Bulgaria

The Bulgarian National Assembly adopted an act on the access to the documents of the former State Security and Intelligence Directorate with the General Staff on February 28th, 2001. On the basis of the act two Commissions were created.

The act regulates the access to the documentation that were produced by the former state security organs from September 9th, 1944 to February 25th, 1991. In April 2002 the Bulgarian Parliament adopted an act on the classified data, which resulted in annulling the previous law on the access to the former State Security documents. With that decision the role of both Commissions has been put into question.

The Commission on the Disclosure of Documents and Establishing Affiliation with the former State Security and Intelligence Directorate with the General Staff is responsible for finding, archiving, analysing and assessing documents which provide information relating to activities of the former State Security and Intelligence Directorate with the General Staff. Twice a year it presents reports to the National Assembly. It is also responsible for the elaboration, publishing and up-dating of a permanent report accessible also via Internet (www.parliament.bg). The Commission consists of 7 members nominated for a 5 year-period, 5 of which are elected by the Parliament and 2 are nominated by the Council of Ministers. The Bulgarian Commission does not deal with the research and prosecution concerning the Communist crimes, as does the Polish Institute. Metody Andreev is a Head of the Commission.

The Commission on the Disclosure of Affiliation with the former State Security and Intelligence Directorate with the General Staff deals with disclosing the names of Bulgarian citizens who were formal or informal employees of the former State Security and Intelligence Directorate with the General Staff or the names of the people who were privileged by the former security apparatus. The Commission consists of 5 members nominated for the period of 5 years. The Chairman of the Commission is appointed by President of the Republic of Bulgaria.

The Institute of National Remembrance hosted the delegation of the Bulgarian Commission on the Disclosure of Documents and Establishing Affiliation with the former State Security and Intelligence Directorate with the General Staff on March 21, 2002. During the meeting in Warsaw both sides presented their responsibilities, structures and achievements. The Bulgarian Commission informed about their other foreign contacts. Similar visits of the Bulgarian Commission to Germany and Romania resulted in signing bilateral co-operation agreements. Representatives of the Commission put forward a proposal of elaborating a bilateral agreement with Poland which would concern the exchange of information about the archives and popularisation of both Institutions' achievements.
